TUESDAY, 2 DECEMBER
09:00 The Standing Committee on Local Government, Environmental Affairs and Development Planning will meet virtually to be briefed by the Department of Environmental Affairs and Development Planning and Cape Nature on the 1st Quarterly Performance and expenditure report for July – September 2025. The committee will also be briefed by the Department of Local Government on the 1st Quarterly Performance and expenditure report for July – September 2025.

13:00 The Standing Committee on Finance will meet virtually to be briefed by Adv F Jenkins, Senior Legal Adviser at the Parliament of the Republic of South Africa, and the Department of Trade and Industry on the National Gambling Amendment Bill [B 27D - 2018], and (i) the processing of the bill from 2018 to the present, (ii) the concerns raised by stakeholders during the processing of the B-version of the Bill and during the Mediation Committee discussions, and (iii) the amendments agreed to, leading to the D-version of the bill. The Provincial Treasury and the Western Cape Gambling and Racing Board will also brief the committee on the submission made to the Joint Ad Hoc Mediation Committee in May 2025. Lastly the committee will be briefed on the legal opinion provided to the committee by the Western Cape Provincial Parliament’s Legal Adviser, Ms Mpho Khoele, on whether a public participation process is required on the D-version of the bill before a voting mandate is submitted to the NCOP.
