2. Briefing and assessment by the Minister of Finance and the Provincial Treasury on the following for the six selected municipalities (George, Drakenstein, Stellenbosch, Mossel Bay, Overstrand and Saldanha Bay):
2.1 Actual versus budget results, and a comparison to the previous year’s outcomes;
2.2 Operating Revenue (including main revenue streams and grants);
2.3 Operating Expenditure (including employee-related costs, bulk purchases, contracted services, inventory consumed, bad debts in respect of repairs and maintenance, depreciation and interest);
2.4 Capital Expenditure (including major areas of spending);
2.5 Debtors’ Age Analysis (including collection rates);
2.6 Creditors (extent due);
2.7 Cash Positions (including unspent grants);
2.8 Financial position (in summary format);
2.9 Outstanding loans;
2.10 Financial ratios (as per National Treasury guidelines); and
2.11 Assessments of the financial performance of these municipalities and factors impacting local government in the Western Cape.
