(1) (a) What is the budget allocated towards sport in the 2015/16 financial year, (b) what is her Department’s financial contribution towards the support of sport as practised by (i) men and (ii) women in general, (c) which sports are supported for each gender by her Department, (d) what is the financial breakdown per sport type to the designated federations and (e) how much funding does her Department give to federations that support women sport such as netball;
(2) whether her Department has a policy in place to support women sport; if not, why not; if so, what are the relevant details
[1] [a] What is the budget allocated towards sport in the 2015/16 financial year?
[1][a] The budget allocated for the Programme: Sport and Recreation in the 2015/16 Main Estimate is R175.440 million and is funded from the following sources:
- National conditional grant: Social Sector EPWP Incentive Grant for Provinces: R1.387 million
- National conditional grant: Mass Participation and Sport Development Grant: R55.216 million
- Earmarked allocation of R40 million for mass participation and activity specific, after school activities [General Budget Support [GBS] funds]
- Provincial Equitable Share: R78.837 million
The total budget of R175.440 million is allocated to the following Sub-programmes as follows:
- Management: R10.528 million
- Sport: R38.470 million
- Recreation: R14.277 million
- School Sport: R37.550 million
- MOD Programme: R74.615 million

Programmes supported by DCAS during 2015/2016
- 16 Days of activism programme was started by the Minister on the 28th November 2015 at Turfhall Park. This programme was supported by Western Cape Fancy Pigeons, Correctional Services, Old Mutual, SAPS and Cape Town Softball Association. 400 children attended this event.
- During the 16 Days of Activism the DCAS supported Southern cape Womens gold federations with apparatus for their volunteers; this was for the community involvement programmes.
- DCAS supported the Girls Basketball skills programme during December 2015 at which about 27 athletes attending from all over the Western Cape.
- On the 9th August 2015, a women’s day programme was presented by Western Province Aquatics in Blue Downs where 350 women attended. Women from areas such as Hanover Park, Athlone, Bonteheuwel, West Bank, Mfuleni and Blue Downs were in attendance. Focus was on water safety.
- Women’s workshop with SAFA Cape Town was held on the 12th July 2015; focus on the state of women’s football and working out a strategy to map out a way forward for women’s football. 40 women attended.
[2] Whether her Department has a policy in place to support women sport; if not, why not; if so, what are the relevant details?
The Department has a funding policy in place which amongst others support woman in sport. According to the Western Cape Department of Cultural Affairs and Sport, Sport and Recreation funding guidelines indicate the following [2012];
Paragraph 2 , section [d] says the aim is to ensure participation for a healthy lifestyle and social interaction of all people of the Western Cape, with a particular bias towards marginalized sport groups [Sport and recreation funding guideline, 2012].
- Paragraph 8.2, section [d] Women in sport; and says in order to improve the number of women in sport at all levels, i.e., administration, officiating, coaching and participation, funding will be provided for specific programmes that will achieve this objective[Sport and recreation funding guideline, 2012].
Paragraph 8.2, section [e] Equity/ Access; the Department will provide funding as equitable as possible in order to ensure that all persons who are interested in particular sport and recreation will have access to the sport and recreation activity of their choice.[Sport and recreation funding guideline, 2012].
