(1)    What are the details of the Laingsburg Municipality’s tender for the Laingsburg landfill site as financed by the national Department of Environmental Affairs;

(2)    whether the landfill site is currently operational; if not, why not;

(3)    by what date will the national Department of Environmental Affairs hand over the landfill site to the Municipality?
 

Answer Body: 

(1)    The Laingsburg landfill project financed by the Department of Environmental Affairs consists of the following:
•    A new recycling facility;
•    A new compost facility; and 
•    A guard house at the entrance for access control.

The buildings were constructed, but not completed due to problems experienced with the Implementer, subsequently, a new Implementer has been appointed to complete these facilities.

The national Department of Environmental Affairs which is now called the Department of Environment Forestry and Fisheries, is in the process of finalising the Bill` of Quantities, between themselves and the Implementer so that it can be within the available budget which came from savings amounting to R1.7 Million. 

(2)    Yes, the landfill site is still operational.

(3)    The Implementer will be on site the first week of October 2019 to complete the project. The estimated construction period will be approximately one month so the proposed completion is by December 2019.
