Infrastructure
- What are the phases of recovery that the Department formally follows in the (a) short-, (b) medium- and (c) long-term aftermath of a disaster affecting public infrastructure in the province;
- what assessment criteria does his Department utilise to prioritise the repair of damaged public infrastructure following a disaster;
- how does his Department incorporate the structural principle of “building back better” into the reconstruction phases of public infrastructure after a disaster;
- what climate-proofing strategies has his Department implemented to enhance the long-term structural resilience of public infrastructure;
- what intergovernmental coordination frameworks are maintained between his De-partment and the relevant (a) national, (b) provincial and (c) local-government stake-holders during the infrastructure rebuilding process?
The Department of Infrastructure follows the disaster management process prescribed by the Disaster Management Act, 2002 (Act 57 of 2002) and the applicable national and provincial disaster management frameworks.
- In the aftermath of a major disaster, the Department applies the following recovery phases:
(a) Short-term recovery
- Disaster damage and impact assessments.
- Emergency safety inspections and risk mitigation measures.
- Temporary restoration of critical access routes and essential public infrastructure.
- Development of preliminary repair cost estimates and funding requirements.
- Coordination with disaster management structures and affected sector departments.
(b) Medium-term recovery
- Detailed engineering assessments and prioritisation of repair projects.
- Procurement and implementation of repair and rehabilitation work.
- Restoration of service levels to affected communities.
- Integration of risk-reduction and resilience measures into rehabilitation projects where feasible.
(c) Long-term recovery
- Reconstruction or replacement of severely damaged infrastructure.
- Incorporation of resilience, climate adaptation and “building back better” principles into infrastructure design.
- Monitoring, evaluation and lessons-learned processes to strengthen future infrastructure planning, disaster preparedness and resilience.
- The Department considers a range of factors when prioritising post-disaster infrastructure interventions, including:
- The extent and severity of infrastructure damage.
- Risks to public safety and community wellbeing.
- The importance of the asset in maintaining access to essential services, including health, education, emergency response and economic activity.
- The number of people and communities affected.
- The impact on strategic transport, logistics and economic corridors.
- The potential for further deterioration or secondary damage if repairs are delayed.
- Availability of funding and technical resources.
- Alignment with disaster recovery priorities identified by provincial and municipal disaster management structures.
Priority is generally afforded to infrastructure that is critical for public safety, emergency access, service delivery and economic recovery.
- The Department applies the principle of “building back better” by ensuring that reconstruction projects do not merely replace damaged infrastructure in its original form, but rather improve its resilience to future disasters.
Measures may include:
- Revising design standards where appropriate.
- Improving drainage and stormwater management systems.
- Strengthening structural components to withstand anticipated hazard conditions.
- Relocating or redesigning vulnerable infrastructure, where justified by risk assessments.
- Incorporating climate risk information and updated engineering data into planning and design processes.
- Applying lessons learned from previous disaster events.
- The Department is progressively incorporating climate resilience and adaptation measures into infrastructure planning, design, maintenance and reconstruction, consistent with the Western Cape Government's long-term vision for resilient infrastructure and climate adaptation.
These measures include:
- Climate-risk and vulnerability assessments during project planning.
- Improved stormwater and flood-management interventions.
- Enhanced slope stabilisation and erosion-control measures.
- Use of updated hydrological and environmental data in infrastructure design.
- Increased focus on preventative maintenance to reduce infrastructure vulnerability.
- Application of resilient design standards for roads, bridges and public buildings.
- Integration of climate adaptation considerations into long-term infrastructure planning.
- The Department participates in established intergovernmental structures provided for in the Disaster Management Act, 2002, and works closely with the Provincial Disaster Management Centre and sector stakeholders across all spheres of government.
(a) National government
- Department of Disaster Management.
- Relevant national sector departments.
- National Treasury in relation to disaster funding mechanisms and infrastructure grants.
(b) Provincial government
- Western Cape Provincial Disaster Management Centre.
- Provincial Joint Operational and coordinating structures, where activated.
- Affected provincial departments responsible for service delivery infrastructure.
(c) Local government
- Municipal disaster management centres.
- District and local municipalities.
- Municipal engineering, roads, water, sanitation and planning authorities.
These coordination mechanisms facilitate information sharing, damage assessments, funding applications, project prioritisation, implementation planning and ongoing monitoring of recovery and reconstruction activities to ensure a coordinated government response.
NOTE: Given the range of services delivered by the Department, it is to be expected that the above processes may have to be amended depending upon the nature of the infrastructure in question. So, for instance, in the case of Human Settlements all applications for emergency housing are processed and implemented by the National Department of Human Settlements.
