- Whether his Department has finalised any intergovernmental framework with the national Department of Public Works and the national Department of Human Settlements to resolve land ownership and authorisation constraints affecting erven (a) 19464, (b) 21020, (c) 20869, (d) 20081, (e) 21864, (f) 23144, (g) 23136 and (h) 39286 in subcouncil 10, Khayelitsha; if not, why not; and if so, what are the relevant details;
- what specific interventions have been undertaken since 2020 to secure written authorisation from the national landholding authority to enable the City of Cape Town and Eskom to proceed with servicing and infrastructure provision on the erven mentioned in (1) above;
- whether the absence of timely authorisation has directly contributed to (a) stalled development, (b) illegal land occupation and (c) escalating service delivery pres-sures in the Mahama Project area; if not, what is his Department’s assessment of the primary cause of these blockages?
