Given the severe shortage of well-located affordable housing in Cape Town, and following the City of Cape Town’s recommendation to release the Civic Centre parking site for a mixed-use affordable housing development:
(a) What specific considerations are delaying his Department’s approval of the site for social and affordable housing and (b) by when will a final decision be made on the future use of the property?
- The site in question is owned by the City of Cape Town. The approval of the site for social and affordable housing therefore vests solely within the City of Cape Town’s approval processes and provisions of the Municipal Finance Management Act (MFMA) and the associated Municipal Asset Transfer Regulations of 2008 (MATR). There is no specific approval required from the Department for any of these processes to be concluded.
- The future use of the property vests with Council and it is therefore uncertain as to when this item will be tabled at Council for a final decision.
