With regard to reports indicating a decline in learner’s licence pass rates nationally, and concerns having been raised regarding the implementation of online learner’s licence testing systems:
- (a) Since what date has the online learner’s licence testing system been operational in the province, (b) how many driving licence testing centres (DLTCs) in the province currently utilise the online learner’s licence testing system and (c) how many DLTCs are not yet utilising the online system;
- in the 2026/27 financial year, how many additional DLTCs will be migrated to the online system;
- what was the learner’s licence pass rate in the province in the (a) 2024/25 and (b) 2025/26 financial years;
- what were the learner’s licence pass rates at DLTCs utilising the online testing system during the (a) 2024/25 and (b) 2025/26 financial years;
- what support is provided by his Department to applicants writing learner’s licence tests to assist them in adapting to the online testing environment?
- (a) Since what date has the online learner’s licence testing system been operational in the province
The CLLT system became operational in the Western Cape on 26 May 2025.
(b) how many driving licence testing centres (DLTCs) in the province currently utilise the online learner’s licence testing system
Currently 66 DLTCs utilise the CLLT system.
(c) how many DLTCs are not yet utilising the online system
Four DLTC’s are not yet utilising the CLLT systems, namely Lutzville, Lamberts Bay, Uniondale and Murraysburg.
- in the 2026/27 financial year, how many additional DLTCs will be migrated to the online system;
The Department intends to implement the CLLT system at the remaining four DLTCs during the 2026/27 financial year.
- what was the learner’s licence pass rate in the province in the (a) 2024/25
The learner’s licence pass rate for the 2024/25 financial year was 61%.
(b) For 2025/26 financial years
The learner’s licence pass rate for the 2025/26 financial year was 63%. This figure primarily relates to DLTCs that were still utilising the manual learner’s licence testing process while the CLLT system was being rolled out.
- what were the learner’s licence pass rates at DLTCs utilising the online testing system during the (a) 2024/25 financial years;
No learner’s licence tests were conducted through the CLLT system during the 2024/25 financial year.
(b) During the 2025/26 financial year, the learner’s licence pass rate recorded through the CLLT system was 17%.
The introduction of the CLLT system forms part of efforts to improve the quality and integrity of learner licence testing and to ensure that learner drivers acquire a sound knowledge and understanding of the rules of the road, road signs and responsible road user behaviour before obtaining a learner’s licence.
The Department notes that the CLLT system was introduced during the period under review and that the lower pass rate reflects, in part, the transition from a manual testing environment to a computerised testing platform. The computerised system randomises questions and answer options, requiring applicants to demonstrate knowledge of the rules of the road and road signs rather than relying on familiarity with the sequence of questions and answers associated with the previous manual testing format.

To support applicants, the Department has distributed hard copies of the learner driver manual to public libraries across the province. In addition, access to the electronic learner driver manual available on the NaTIS platform has been communicated to all DLTCs and public libraries and has been promoted through departmental communication channels.
