With reference to his reply to question 7 of 22 May 2025:
- Whether his Department has received any formal response from the national Department of Human Settlements or the National Treasury following the lodging of the dispute; if so, what were the details of that response;
- whether the intergovernmental dispute has been resolved; (a) if not, what further (i) engagements or (ii) processes are currently underway to resolve the matter; (b) if so, (i) when was it resolved and (ii) what are the relevant details;
- whether his Department has escalated or intends to escalate the dispute beyond the current intergovernmental process; if so, what specific steps are being taken;
- whether (a) mediation, (b) legal proceedings or (c) intervention through other inter-governmental mechanisms is being considered; if not, why not; if so, what are the relevant details?
As confirmed in my written reply to Question 4 on 28 November 2025, I had announced in my Budget Speech on 7 April of that year my intention to declare a dispute. This intention was conveyed to the National Government in writing. Although information relevant to this matter was exchanged, a formal intergovernmental dispute as contemplated in the IGRF Act was not declared.
(2) Refer to the response to (1). No further engagements are currently contemplated concerning this matter as the DOI has progressed to continued implementation and delivery on the basis of current grant programmes.
(3) Refer to the responses to (1) and (2). Although meetings took place between the Director General of the Province and the Directors-General of National Treasury and of Human Settlements the further pursuance of a formal dispute relating to the 2024/25 funding is in abeyance.
(4) The DOI makes maximum use of all reporting, budgetary and planning opportunities in relation to the Department of Human Settlements.
