(a)  How many vehicles have been identified by law enforcement in the province as being involved in illegal racing during (i) 2024/25, (ii) 2025/26 and (iii) 2026/27 to date, (b) what are the consequences for illegal racing, (c) of the vehicles identified in (a) above, (i) how many were subsequently fined and (ii) what is the average cost of the fine, (d) how many of the vehicles identified in connection with illegal racing were impounded and (e) in which identified areas in the province did the majority of illegal racing incidents occur?

Answer Body: 

(a)  How many vehicles have been identified by law enforcement in the province as being involved in illegal racing during (i) 2024/25, (ii) 2025/26 and (iii) 2026/27 to date,

The Department reached out to municipalities across the Province to obtain information relating to illegal street racing. However, no municipality other than the City of Cape Town reported recorded incidents, dedicated enforcement operations, or statistical information relating to illegal street racing.

At present, verified statistics have only been received from the City of Cape Town for the 2025/26 financial year. These indicate that six (6) targeted illegal street racing operations were conducted across the metropolitan area. It should be noted that detailed operational statistics such as the number of incidents recorded, fines issued, and vehicles impounded are not maintained at a single provincial repository. A significant proportion of enforcement activity occurs within municipal jurisdictions, and the relevant data is therefore held by municipal law enforcement agencies.

 (b) what are the consequences for illegal racing,

Offenders participating in illegal racing are liable for enforcement action in terms of Regulation 317(2), read with Section 89 of the National Road Traffic Regulations, 2000, which prohibits participation in or organisation of racing or sport on a public road without authorisation.

The consequences include:

  • The issuing of a fixed fine (approximately R3 000);
  • The issuing of a criminal summons and possible court proceedings in aggravated cases;
  • The impoundment of the vehicle, subject to applicable municipal by-laws, policies and operational discretion; and
  • Additional charges where reckless or dangerous driving is established.

(c) of the vehicles identified in (a) above, (i) how many were subsequently fined and (ii) what is the average cost of the fine,

Regarding enforcement outcomes recorded by the City of Cape Town during the above operations:

(i) A total of 54 fines were issued; and

(ii) The average value of fines is approximately R3 000, in line with applicable regulations.

In addition, enforcement actions included:

  • 9 arrests for reckless driving;
  • 24 arrests for driving under the influence; and
  • 13 vehicles suspended due to unroadworthiness

(d) how many of the vehicles identified in connection with illegal racing were impounded and

The City of Cape Town reported that four (4) vehicles were impounded for participating in illegal street racing in terms of the applicable municipal by-law.

(e) in which identified areas in the province did the majority of illegal racing incidents occur?

Available data indicates that illegal drag racing activity is predominantly concentrated within the City of Cape Town, with limited reported incidents from other parts of the Province. This is largely attributable to the concentration of enforcement operations and reporting within the metropolitan area.
