With reference to the recent extreme weather events and flooding in May 2026:

(a)   What is his Department’s assessment of the 2026 fruit harvest season, specifically regarding road closures and the inability of producers to move fruit to the Port of Cape Town, and (b) what support mechanisms have been activated to ensure that perishable fruit destined for the (i) export and (ii) local market is prioritised so that the supply chains remain functional during this period?

  1. Based on the Western Cape Department of Agriculture’s latest public update following the May 2026 floods, the assessment of the 2026 fruit harvest season reveal that severe weather caused widespread flooding and significant disruption across major fruit-producing areas, including the Hex River Valley, Grabouw/Elgin, Ceres and Worcester regions. The assessment notes:
  • Extensive damage to orchards and other agricultural land, with some producers reporting complete crop losses.
  • Damage to farm infrastructure, including irrigation systems, access roads and bridges.
  • Power outages that disrupted packhouses, storage facilities and irrigation operations.
  • In several areas, farms were effectively cut off because flooded rivers and damaged transport routes prevented normal access.

With regard to road closures and the movement of fruit to the Port of Cape Town and various markets, the assessment revealed transport-route damage and access constraints. In other words, damaged roads, bridges and farm-access routes were identified as major operational challenges affecting agricultural logistics.

  1. Support mechanisms activated to ensure functionality not only for perishable produce but to ensure that economic activities resume in the various areas include:
  • Ongoing provincial disaster-response and infrastructure-repair operations focused on restoring transport infrastructure to reconnect farming areas and maintain the movement of agricultural products.
  • Efforts to restore power to affected farming areas because cold-storage and packhouse operations are critical for perishable produce.
  • Various industries activating own support.
