With reference to his response to the second interpellation on 16 April 2026, in which reference was made to an infrastructure “pipeline” that includes a funding‑alignment phase:

    1. Which projects currently included in this pipeline (a) have confirmed budgets in place and (b) do not yet have confirmed funding;
    1. what proportion of the reported R132billion infrastructure pipeline is (a) funded, (b) unfunded or (c) dependent on future or external financing?

The single integrated infrastructure pipeline of projects consists of projects across all three spheres of government and includes projects from the private sector.  The pipeline currently consists of 52 projects and will continue to grow as more projects are added to the list.

The creation of the pipeline directly corresponds to the need to foster new partnerships with external parties whether they be development finance institutions or the private sector and the need to explore innovative and alternative funding, risk-sharing, procurement and contracting models in order to scale and fast track infrastructure delivery.

The vast majority of public sector projects on the pipeline requires a level of blended financing or further project development as existing budgetary allocations are insufficient to take these projects to realization at either feasibility or bankability stage.  The creation of the pipeline and the processes associated with it, such as the exploration of alternative and blended funding mechanisms, is a direct response to this reality.

Within this context, the Department, in conjunction with the Provincial Treasury and the relevant project owners, is currently exploring which funding, risk-sharing, procurement, contracting and delivery models could most appropriately be applied to each of the projects on the pipeline.  The Department is also assisting project owners in packaging the relevant project information in such a manner as to attract possible investor or funder interest.   Work already done in this regard can be accessed via the Departmental website following the following link to the Elevator Pitches and Infrastructure Prospectuses:  https://www.westerncape.gov.za/infrastructure/western-cape-infrastructure-framework-strategy-and-implementation-plan-2050
