How many vehicles have been handed over to NGOs in the (i) 2024/25 and (ii) 2025/26 financial years, (b)(i) which NGOs received these vehicles and (ii) how many vehicles did each NGO receive, (c) in which districts were these vehicles distrib-uted and (d) what criteria were used to determine their allocation?

Answer Body: 

 

  1. (i) No vehicles were handed over to NGOs in 2024/25. Vehicles were being prepared during this period.

(ii) 13 vehicles were handed over to NGOs in 2025/26 financial year

  1. (i) NGOs that received vehicles are:
  1. Oasis Association Day Care Centres
  2. Cape Mental Health Special Education & Care Centre : Imizamo Yethu
  3. Cape Mental Health Special Education & Care Centre : Erica Special Care Centre
  4. Autism Connect
  5. Siyabonga -Huis van Danksegging Day Care
  6. Courage to Care
  7. Breede Valley Association of and for Persons with Disabilities – Umnenge Special Care Centre
  8. ACVV Robertson : Trippel -Toontjies Playschool for Disabled Children
  9. Oudtshoorn Association for Persons with Disabilities – Sonskyn Day Care Centre
  10. Emmanuel Day Care Centre
  11. George APD: OPTIMA

(ii) One vehicle was allocated to each organisation except for Cape Mental Health Society Special Care Centres in Khayelitsha and Mitchell’s Plain

  7. Criteria used:

A call for proposals where the Department requested NPOs to submit the applications and all applicants were assessed using the following criteria:

  • The Centre to be registered as an NPO with the National Department of Social Development
  • Currently subsidised by the Provincial Department of Social Development rendering day care services to children with disabilities
  • Licensed with the Department of Health in terms of Mental Health Care Act : mental health licence certificate (full or conditional) 
  • Good governance
  • Existing facility transport mode:
  • outsourced/ privately owned;
  • no transport; 
  • own transport : 5 years old and above or  less than 5 years old
  • Number of children
  • Meeting Performance targets
