What impact has compliance with broad-based black economic empowerment (BBBEE) requirements had on the pool of suppliers eligible to provide essential policing equipment to the South African Police Service;

(2)  whether BBBEE compliance requirements have contributed to any delays in the procurement of essential equipment; if so, what are the exact details of such delays;

(3)  whether any suppliers have been excluded from procurement processes due to non-compliance with BBBEE requirements; if so, what has been the impact on (a) pricing, (b) availability and (c) delivery times?
