With reference to the Kuyasa Ward 99 Retrofit Project affecting 2 373 units in Khayelitsha:

(a) On what date was the project formally approved by his Department, (b) what was the total approved project value in (i) 2018/19, (ii) 2019/20 and (iii) 2020/21, (c) what was the estimated per-unit retrofit cost, (d)(i) how many units were scheduled for completion in each phase and (ii) how many were actually completed per financial year above and (e)(i) how many units were partially completed and (ii) what specific interventions were undertaken in those units?

Answer Body: 

 

  1. The Department approved the funding for the retrofitting of the Kuyasa units in August 2017.
  2. (i)(ii)(iii) The funding approval did not make specific provisions for the project per financial year, as these provisions are governed by the overall allocation of funding by the National Department of Human Settlements (NDHS) and approved of grant-funded business plans submitted and approved by NDHS on a yearly basis.
  3. The per unit cost for retrofitting 2 373 units were R40 995.28 per unit, at a total cost of R97 281 799.44 per unit.

  1. (i) Phase 1A was phase completed, but no works were undertaken on any of the other phases, Work packages on the other phases were submitted, but the appointment of contractors was not effected due to unavailability of funding.

(ii) The interventions undertaken include:

  • Repair of cracks to walls.
  • Roof repairs (fix leaks).
  • Plumbing – fix leaks and sewer
  • Electrical (repairs)
  • Finishes in terms of Southern Cape Coastal Condensation Area (SCCCA) – windows, doors and painting
