(c)       Many housing units across the completed projects have already been handed over to approved beneficiaries. Handover processes are therefore at an advanced stage. Handover of the remaining units is expected to be finalised within the next 1–3 months, subject to the completion of outstanding resolution of minor compliance and defect‑related matters where applicable

(d)       While many housing units have been handed over to beneficiaries, delays in the occupation of the remaining units are primarily attributable to outstanding electricity connections. These delays arise mainly from the late appointment of electrical contractors by municipalities, as well as delays by Eskom in the provisioning and commissioning of electricity connections. As housing units may not be occupied without confirmed electricity supply, handovers have been deferred until such connections are in place.

(e)       The Department continues to engage with municipalities and Eskom to expedite the resolution of these outstanding electricity connection challenges
