  1. Whether his Department can provide an update on the status of the housing development on parcels of land in Hout Bay acquired in 2018 through the Western Cape Housing Development Agency for the purpose of delivering approximately 1 400 housing opportunities; if so, (a) what is the current status of the project and (b) what progress, if any, has been made since acquisition;
  2. whether the required statutory, planning and environmental approval processes for the development have been completed; if not, why not; if so, (a) which approvals have been obtained, (b) when were these approvals granted and (c) which authority granted each approval;
  3. whether there are any outstanding statutory, planning or environmental processes that are required before the development can proceed; if so, (a) what these outstand-ing processes are, (b) what are the reasons for the delays and (c) what are the expect-ed time frames for their completion;
  4. what budget allocations have been made towards the project since the land was acquired?
Answer Body: 
  1. (a) The Department has appointed a Consulting firm (Stedone) to lead a team of specialists that will commission a series of specialist studies (Site Enablement) for the site (Erven 4061, 4062, 5636, and 5637) on a 36-month contract.

(b) Specialist studies are on-going as well as the Stakeholder engagement process. The project is currently in the Concept Design and Planning phase. The Department has officially invited Interested and Affected Parties (I&APs) to register on a project database for public participation purposes. Advertisements for this invitation were published on 27 March 2026 in the Cape Times, Die Burger, and The Sentinel, as well as on the department’s website. The closing date for I&AP registration is 30 April 2026.

(2)       (a)(b) The project commenced in November 2025. The project is currently in the Concept Design and Planning phase (Phase 1 of the project). Specialist studies have just commenced, and no approvals have been obtained as yet.

(c) Not applicable.

  1. (a) The objective of the site enablement is to acquire a basket of rights that will enable development and that includes land use rights, environmental and heritage authorisations.

(b) The project is on schedule with no delays at this stage.

(c) The project is expected to have obtained the development rights by December 2028.

  1. R6,176,372.00 has been allocated for the enablement of the site.
