With regard to Road Safety Ambassadors:
- (a) How many Road Safety Ambassadors have been appointed in the province to date, (b) where are these Road Safety Ambassadors deployed, (c) what is the total budget allocated to the Road Safety Ambassador Programme for the (i) 2025/26 and (ii) 2026/27 financial year, (d) how much has been spent on the programme from its inception to date and (e) what type of training is provided to Road Safety Ambassadors;
- whether these Road Safety Ambassadors receive any stipends or other forms of remuneration; if so, what is the amount per ambassador?
(b) The Road Safety Ambassadors were deployed in 5 regions, namely:
Eden, Metro North, Metro East, Overberg and Cape Winelands.
The Road Safety Ambassador Programme was introduced in response to a notable increase in pedestrian fatalities, particularly within high-risk corridors in the Metro and surrounding priority regions. The initiative was designed to provide additional on-the-ground capacity to support road safety education, awareness, and visible intervention in areas experiencing heightened pedestrian vulnerability.
Given the urgent need to stabilise road safety conditions in these priority areas, the programme was implemented as a phased pilot, with an initial focus on regions recording the highest incidence of pedestrian-related crashes. As the programme matures and resources permit, there are plans to expand deployment incrementally to additional districts, including the West Coast, Central Karoo and remaining metropolitan areas.
(c) Total budget allocated:
(ii) R2 079 000,00 allocated for 2025/26 financial year.
(ii) R2 500 000,00 allocated for 2026/27 financial year.
(d) A total amount of R3 608 157.79 has been spent to date.
(e) As part of the Expanded Public Works Programme (EPWP), participants are expected to receive training that enhances their employability. Due to budget constraints and the high cost of external accredited training providers, the Department is currently providing an in-house Learner Licence Education Programme to participants in the 2025/26 financial year.
The Department is assessing, within available budget, the feasibility of supporting participants with learner licence testing. As the programme evolves, consideration will be given to expanding the scope of training to include broader road safety education, community engagement and related competencies.
- Yes, the Road Safety Ambassadors received a monthly stipend, which amounted to R3 300 for field workers and R3 960 for the individuals employed as Supervisors.
