Whether her Department has any plans for the improvement or upgrading of services at the (a) Rosemoor and (b) Pacaltsdorp clinics; if not, why not; if so, (i) what do these plans entail and (ii) what steps are being taken to address the reported inadequate services experienced by the communities served by these clinics?
(a) Rosemoor Clinic
(i) Yes. The Western Cape Department of Health and Wellness has plans to improve service capacity at Rosemoor Clinic. Options are being explored to expand the clinic footprint through possible use of adjacent municipal property. This includes engagement on access to a neighbouring building and related boundary space.
(ii) Steps being taken include ongoing engagement with George Municipality to secure additional space, assessment of the adjacent infrastructure for suitability for clinical service delivery, interim optimisation of the existing clinic space, and planning for sustainable longer-term infrastructure solutions within available resources.
(b) Pacaltsdorp Clinic
(i) The planned expansion of Pacaltsdorp Clinic forms part of the National Department of Health’s National Health Insurance infrastructure programme, which is intended to strengthen primary healthcare facilities. The project was delayed following a pause in the programme at national level but has recently been reactivated.
(ii) Steps being taken include the reinstatement of the project within the national infrastructure programme, completion of preliminary site processes, and ongoing coordination between provincial and national role players to support implementation, subject to the required approvals and funding processes.
The Western Cape Department of Health and Wellness acknowledges the service pressures experienced at both facilities and continues to pursue both interim and longer-term solutions to strengthen service delivery to the communities served by these clinics.
