(1)    Whether his Department allocated funding for the housing upgrades in Scottsdene in 2009; if not, why not; if so, (a) what was the total amount allocated, (b) how much of that allocation has been spent to date and (c) whether a detailed breakdown of the expenditure, including line items and any deviations from the original budget, can be provided;

(2)    whether his Department can provide details of the scope of work undertaken in respect of the housing upgrades; if not, why not; if so, (a) what specific aspects of the houses were upgraded, (b) what was the nature and extent of the improvements effected, (c) how many housing units were affected and (d) which contractors or service providers were appointed to carry out the work;

(3)    whether, in the light of the fact that many of the current occupants have been renting these houses for a period exceeding 50 years, his Department has developed or is considering a plan to transfer ownership and to issue title deeds to the current occupants; if not, why not; if so, (a) what is the time frame for implementation, (b) which criteria will be applied to determine eligibility, (c) what administrative or legal processes must be finalised prior to transfer and (d) what steps has his Department taken to date to advance the transfer of ownership?

Scottsdene and Scottsville rental housing areas within the Kraaifontein area were part of the Community Residential Unit (CRU) Major Maintenance Upgrade Programmes embarked on solely by the City of Cape Town as from 2009. The DOI therefore did not allocate funding for this project
