(a) (i) How many schools have been built as part of the Rapid School Built
Programme from its inception to date and (ii) how many classrooms have been
built from the inception of the programme to date, (b) what has been the
annual cost of the programme for each financial year since its inception, (c)
what are the projected number of (i) schools and (ii) classrooms to be built over
the next three financial year and (ii) what is the estimated cost, (d)(i) how is the
programme being funded and (ii) what are the main funding sources and (e)(i)
how many schools or classrooms are currently under construction, (ii) what are
their expected completion dates, (iii) what mechanisms are in place to ensure
(aa) proper procurement, (bb) quality control and (cc) maintenance of the
schools built as part of the programme?

Answer Body: 

(a)(i) 13 schools.
(ii) 1 450 classrooms.
(b) The total expenditure for capital projects implemented by the WCED is as
follows:

(c) (i) & (ii) The detailed plan for new schools and classrooms over the
Medium-Term Expenditure Framework (MTEF) was presented at
the sitting of the Standing Committee on Education on 17 June
2025.
(iii) The average cost of a new school is R125 million per school.
(d)(i) It is being funded through the Education Infrastructure Grant (EIG), the

Budget facility for Infrastructure (BFI) and Provincial Equitable Share (PES).
(ii) The Education Infrastructure Grant (EIG), the Budget facility for
Infrastructure (BFI) and Provincial Equitable Share (PES).
(e)(i) 14 new schools or 344 classrooms at these new schools.
(ii) All these schools are expected to be completed within the MTEF.
(iii)
(aa) Several procurement mechanisms are available to the WCED to
implement infrastructure development. These include implementation through
the Department of Infrastructure (DoI), the Western Cape Education
Department (WCED) and development through donors and partners.
(bb) The WCED has appointed professional project managers to monitor
quality and progress of projects.
(cc) New schools developed are added to our portfolio of schools that will
require maintenance in future. Schools are prioritised for maintenance based
on their condition and in accordance with the WCED’s maintenance strategy.
