In respect of the collaboration and donor-funded schools in the province:
(1) Whether (a) collaboration schools and (b) donor-funded schools are
obligated to submit their annual financial (audit) reports to his Department,
if not, why not; if so, what are the criteria;
(2) whether there is a report on the consultation that took place in (a) Eerste
River, (b) Worcester and (c) Bonnievale with regard to establishing
collaboration schools in the respective communities; if not, why not; if so,
can a copy of the report be made available;
(3) whether there are signed agreements between his Department,
collaboration schools and donor-funded schools; if not, why not; if so, can
copies of signed agreements be made available?
My department has informed me of the following:
(1) Yes, the School Governing Bodies of collaboration and donor-funded
schools must submit, within six months after the end of each financial year,
a copy of the audited annual financial statements.
(2) Consultations were held with the communities and relationships were
fostered. Formal reports on these consultations were not deemed
necessary at the time.
(3) Yes, through a Promotion of Access to Information Act (PAIA) application.
