What are the key risks identified for the 2026 academic year and (b) what contin-gency measures are being implemented to mitigate these risks?

Answer Body: 

Key risks and mitigation measures for the 2026 year include:
• High demand for school admissions in the Western Cape – our Rapid School
Build programme continues to make new schools and classrooms available to
expand capacity each year.
• Extremely late applications – we have made pop-up sites available for parents
who are arriving extremely late to apply for places, and will ensure that learners
are placed as quickly as possible.
• National budget uncertainty – we have realigned funds over the MTEF in order
to bring more stability to funding to meet service pressures.
• Anticipated political activity affecting schools due to upcoming Local
Government Elections – clear guidance has been issued to schools regarding
campaigning on school property, and such activities will be closely monitored.
