Regarding the informal settlement called COVID-19:
- Whether the people in the informal settlement have access to basic services such as (a) clean and safe running water, (b) adequate sanitation facilities and (c) access to safe and reliable electricity power; if not, why not; if so, what are the relevant details;
- whether his Department has engaged the community of COVID-19, or any other informal settlement in the Cape Flats, on basic services and development in the current year; if so, how many?
Answer Body:
- (a)(b)(c) Covid-19 informal settlement comprises 9 sections (informal sections) with approximately 8000+ occupants residing in Driftsands. Over 8000 households have settled in the floodplain and on the dam wall infrastructure, an area vulnerable to flooding. The Housing Development Agency (HDA) has identified a safer area for the relocation of the occupants currently in the floodplain and on the dam wall. The first phase of the overall Driftsands Relocation Programme is the preparation and resettling of approximately 400 households. The second and third phases of the overall Driftsands Relocation Programme is the preparation and resettling of approximately 1600 households located across the dam wall and within Driftsands to a suitable area. The City of Cape Town does provide some level of interim services in the form of water tankers and chemical toilets.
- A Project Steering Committee (PSC) was established in April 2024 through the Ward Councillor and terms of reference were signed. Ten (10) community members were elected to represent their communities. The PSC membership consists of the various sections of Covid- 19. PSC meetings are held monthly for the HDA to provide progress on the relocation programme. The HDA has led the stakeholder engagement at the IGR and Community level since April 2024, which includes:
- Identifying key structures in the community.
- Identifying community stakeholders (directly affected community).
- Engagement with the ward councillors and sub-council Chairperson.
