A comprehensive Quarter 3 Tactical Plan has been developed for the festive season, running up to 15 January 2026, focusing on integrated operations and collaboration with SAPS, the Road Traffic Management Corporation, and local authorities. The Festive Season Readiness Launch will be carried in Beaufort West on 28 November 2025 with the entire Districts and City traffic and law enforcement agencies; Department of Health, Border Management, SAPS and public transport service and freight providers .
- Road Safety Measures include:
- Fatigue management for long-distance and public transport drivers on key corridors (N1, N2, N7, R27, R300).
- Pedestrian and cyclist safety in high-volume commuter and tourism areas.
- Free safety checks for all road users from 2–4 and 9-11 December 2025, with private and municipal testing centers participating.
- Traffic Law Enforcement Measures include:
- Interprovincial corridor operations for seamless coordination with neighboring provinces.
- Vehicle fitness and roadworthiness enforcement, supported by four new Vehicle Testing Units (VTUs).
- Enforcement targeting speeding, reckless driving, distracted driving, and unroadworthy vehicles.
- Technological and data intelligence improvements to enhance visibility and incident response.
- Proactive visibility and agile deployment across provincial routes, supported by congestion mitigation strategies.

Yes. The Festive Season Plan is an integrated, multi-agency approach that includes:
- Municipal Traffic Services: Enforcement in municipal areas, especially coastal towns and tourist hotspots.
- SAPS: Joint enforcement, roadblocks, and roadside checks.
- NPA, SAPS, and Municipal Traffic Services: Pedestrian Removal Project in 10 high-risk locations.
- EMS and Disaster Management: Coordinated response and incident management.
- Neighboring Provinces: Interprovincial corridor operations focusing on fatigue, alcohol, speed, and pedestrian behaviour.
Monitoring and evaluation will be conducted by the Quality Management and Evaluation (QME) team to ensure effective implementation throughout the festive period.

The Department will implement a comprehensive Festive Season Road Safety Campaign aimed at reducing fatalities and promoting responsible behaviour among all road users. The campaign will:
- Address key risks such as drunk driving, speeding, pedestrian safety, and fatigue.
- Challenge risk-taking behaviour through a behavioural approach that reframes safety as strength and responsibility.
- Use the emotional theme of “a mother’s voice” to reinforce the message that every risky choice affects loved ones.
Communication Channels:
- Static, digital, and mobile billboards along major routes.
- Radio and mall advertising.
- Social media campaigns and short videos.
- Community murals in high-risk areas.
Complementary Enforcement Initiatives:
- Random alcohol screenings aligned with Operation Phuza.
- Speeding and distracted driving awareness with visible enforcement.
- Pedestrian visibility and education in high-risk zones.
- Fatigue management education for commercial and long-distance drivers.
- Community engagement through local safety structures and partnerships with the Department of Tourism.
These interventions align with the National Road Safety Strategy and Western Cape Mobility Month, fostering a culture of shared responsibility and ensuring that every road user arrives home safely.
