- whether there are plans to expand the N2 Express integration model to other corridors or regions in the province; if so, which areas are being considered;
(3) what lessons have been learned from the pilot project that will inform future public transport integration strategies in the province and (b) what (i) budget and (ii) resources have been allocated for the continuation or expansion of the N2 Express integration initiative in the last three financial years?
- (a) (i) What is the current status of the N2 Express Pilot Integration Project?
Response: According to the City of Cape Town, the Phase 2A (Metro Southeast Contract or MSEC) Project will incorporate the N2 Express Pilot service into the routes when the discussions with the Vehicle Operation Contractor (VOC) begin. This is due to begin in 2025/26 financial year (City of Cape Town) in preparation for roll out of services in 2027/28 financial year. The N2 Express Pilot Integration Project is currently active and has been extended until 30 June 2026. This extension ensures continued service while infrastructure for Phase 2 MSE of the MyCiTi bus service is being developed. Key Milestones achieved:

(ii) What key milestones have been achieved to date?
Response: For the MSEC Project, which will incorporate the N2 Express routes in due course, the following milestones have been achieved:
- All infrastructure contracts have been awarded and are in construction phase.
- The Memorandum of Intent is signed with the intended VOC, and the Minibus Taxi Company has been incorporated at SIPC.
- Operational Plans have been proposed and will be iterated as the project progresses.
- The Prospectus is reaching finalization.
- The Battery Electric Buses are ordered and scheduled for delivery in late 2027 financial year.
- (i)Which routes or areas are currently included in the N2 Express Pilot?
Response: This is an existing route and is along the Khayelitsha and Mitchells plain routes to Civic Centre in CCT. Routes/Areas Included:
- Khayelitsha East and West (via Kuyasa)
- Mitchells Plain Town Centre and Kapteinsklip
- All routes travel via the N2 highway to the Civic Centre station in Cape Town CBD.
(ii) How were they selected?
Response: The contract started in 2014 and was intended as a top up supply to the existing public transport services suppliers at the time. Later it was decided it was part of an essential service due to the failed rail system into the City during Covid, and it has remained a popular choice of transport for the patrons since.
- What measurable outcomes or indicators are being used to assess the success of the pilot project?
Response: The following indicators are being used to assess the success:
- Passenger Journeys: Tracking daily and monthly passenger journeys.
- Scheduled Adherence: On-time departures and service frequency.
- Customer Centric: Feedback from commuters regarding accessibility, affordability, punctuality and safety.
- Operational Efficiency: Cost-effectiveness and resource utilization.
- Whether there are plans to expand the N2 Express integration model to other corridors or regions in the province; if so, which areas are being considered?
Response:
- The CCT has an approved IPTN and this is still in place.
- There are a number of corridors that are prioritized in the IPTN Implementation plan.
- This Implementation plan is currently undergoing review.
- The priorities in the current IPTN are:
- Blue Downs Rail corridor
- Khayelitsha to Century City
- Klipfontein Road corridor
- Symphony Way
- (a) What lessons have been learned from the pilot project that will inform future public transport integration strategies in the province?
Response: An Infra lite model has been developed to accelerate the roll
out plans and is focusing on:
- Quicker roll outs.
- Less capex intensive and
- Incremental in nature
(b)What (i) budget and (ii) resources have been allocated for the continuation or expansion of the N2 Express integration initiative in the last three financial years?

The full projected cost for 2025/26 financial year is R122 000 000 with an updated average spend per month being R10 200 000.
No additional human resources have been provided over the last 3 years for N2 Express, the existing staff complement supporting the Phase 1 Operation has been used to maximise effectiveness.
