With reference to youth development programmes in the following wards: ward 33, ward 34, ward 35, ward 36, ward 80 and ward 88:

(a)  What is the number of persons designated as youth who reside in these wards, (b) what youth development programmes are currently planned or being implemented by his Department in these wards, (c) which service providers have been identified to implement these programmes, (d) what is the value of the funds allocated to each pro-gramme and (e) what are the implementation timelines of each programme?

Answer Body: 

(a) Wards 33, 34, 35, 36, 80 and 88 are the wards in Metro South and covers Samora Machel, Browns Farm, Phillipi East, Phillipi and Heinz Park. It must be noted that currently there is no demographic data available at ward level. Stats SA has not yet released ward-level demographic data from Census 2022, and the last available dataset (Census 2011) is now outdated. This matter falls under Stats SA and would need to be addressed at national level. Only the statistics of Census 2011 exist. The general statistic for SA indicates that 62 % of youth have challenges to be integrated into work. The unemployment rate is 45% whilst youth Not in Education, Employment and or Training (NEET) constitute 37% of the youth population. Browns Farm and Samora Machel with a population of 38000 (2011 stats) have challenges with crime, economic development and unemployment.

(b) The Department is currently implementing two Youth Café programmes located in Crossroads and Mitchells Plain. These Youth Cafés offer holistic skills development aimed at preparing young people for employment. In addition, after-school care services are provided. The programmes offered at the two Youth Cafés include Life Skills, Computer Skills, Arts and Dance, Culture and Music, Job Readiness, and Entrepreneurship.

(c) Two funded organisations by names of Ikamva Labantwana Bethu and Blaqpearl Foundation are responsible for youth development and work in conjunction with other Departments in Crossroads and Mitchells Plain respectively.

(d) The total value of the funds allocated to the two Youth Cafés amounts to R1 465 706.00.

The allocations are as follows:

  • Ikamva Labantwana Bethu (Crossroads): R732,853.00
  • Blaqpearl Foundation (Mitchells Plain): R732,853.00.

(e) The organisations are funded for three years on a year-to-year contract to reach NEET youth. In addition to these services the DSD operates local offices (Service Delivery Areas) in Mitchells Plain and Phillipi where social welfare and community development services are provided.
