Question Body:
  1. What factors have contributed to the consistent success of Wesgro as the official trade, investment and tourism promotion agency of the province and (b) what lessons can other state-owned entities learn from Wesgro’s approach to governance, accountability and delivery?
Answer Body:
  1. Wesgro’s consistent success in attracting trade, investment and tourism to the Western Cape is underpinned by a clear mandate aligned with the province’s economic priorities, with a focus on high growth sectors. By integrating trade, investment and tourism promotion, the Agency creates synergies that drive cross-sector opportunities. Strong partnerships with government, industry and international stakeholders enhance credibility and market access, while a research-driven approach provides reliable intelligence to guide decisions and support business. Wesgro’s agility in adapting to global shifts, combined with high standards of governance and accountability, has further reinforced its effectiveness. Wesgro has shown, through models like Cape Town Air Access, Cruise Cape Town and Edu Invest, how public-private partnerships unlock investment and jobs. Wesgro has become a trusted economic knowledge hub, using data and digital platforms like the Cape Trade Portal to connect exporters with buyers worldwide.
  2. Wesgro operates within a well-defined mandate that is directly aligned with provincial priorities, ensuring that resources are directed towards measurable outcomes. Wesgro’s performance is evaluated not only on activities undertaken, but on the impact delivered. By working closely with government, business, and international partners, Wesgro maximises its impact.

The Agency maintains transparent processes, with regular reporting, oversight mechanisms, and a culture of compliance, thus strengthening stakeholder confidence and institutional credibility. These are principles that can be applied across the state-owned sector to strengthen delivery and public trust.

Governance and accountability are not optional, clean audits and credible reporting build investor confidence. Delivery must be outcomes-driven, with agility to seize opportunities and the discipline to maintain fiscal prudence.
