With regard to his Department’s partnering with Africa Skills:
- What are the enrolment details of young people at this college in 2025;
- whether his Department supports the partnership financially; if so, what are the relevant details?
- 10 residents of the Outeniekwa Secure Care Centre that fits the criteria in terms of the SETA requirements, as well as being in the final phase of discharge preparation, has been selected.
These boys has been interviewed by Africa Skills and may also be interviewed by the relevant SETA. The Department of Labour is currently interviewing the boys and doing some lablour-related skills development with them and will also register them in terms of the skills register at the Department of Labour.
Since there is a delay at SETA due to their own management structure appointments, the programme will commence in 2026.
Africa Skills will have a rotation programme in September with the 10 selected boys which will expose them on a rotation basis to all the skills/apprenticeships training offered by them that will allow the residents to make a better choice on the skill they want to pursue.
In the meantime these boys follow an independent living programme at Outeniekwa in preparation for their entry into community-based apprenticehip training.
There is an MOU in place between Africa Skills and DSD to structure the 10 residents’ participation while undergoing the apprenticehip training
2) The apprenticehip training is funded by the SETA and the department makes no contribution to the payment for the apprenticehip. DSD, however, is responsible for the transport and some protective clothing for the residents.
