Infrastructure
- (a) What are the details of the human settlements projects in ward 35 and (b) what are the updates on these projects;
- whether there are any delays with these projects; if so, what are the (a) causes and (b) revised timelines?
(1)(a) The only project that the Department is undertaking in Ward 35 is the Sheffield Road Housing Project.
(b) This is an IRDP project comprising the construction of 384 opportunities, on 2 land portions owned by the City of Cape Town and the Department respectively. Bulk and internal services have been installed and were completed in February 2025. (2)(a) The construction of top structures was delayed due to a delay in building plan approval (Section 135 / 55B clearance) by the City of Cape Town. This issue has since been resolved and building plans are being approved at a rate of 10 plans per week now. As of 25 August, 57 of the 384 plans have been approved.
(b) The Department appointed VULA JV for the planning and implementation of the project and the project is being managed by the Housing Development Agency (HDA). Now that the approval process of building plans has been resolved, it is expected that the construction of houses will commence in October 2025, with a construction period of 18 months. It is expected that the first 100 units will be delivered by 31 March 2026.

Reasons for delays | Resolution of the application of section 137 or section 55 B (City of Cape Town Accepting the services that are completed entirely or completed in sections as per SDP), this will then allow the Department to be able to submit building plans. This issue has now been resolved, and 57/384 building plans have been approved as off the 25th of August 2025. 10 plans are approved on a weekly basis. |
