The Standing Committee on the Premier and Constitutional Matters will host a hybrid public hearing on the Public Service Commission Bill [B 30B–2023] (NCOP) as part of its constitutional responsibilities.
Purpose of the Bill
The Public Service Commission Bill aims to:
- regulate the Public Service Commission in accordance with section 196 of the Constitution;
- establish a secretariat to support the Commission’s work;
- strengthen the Commission’s independence and oversight role across the public service and public administration, including municipalities and public entities;
- repeal the Public Service Commission Act, 1997; and
- introduce modernised governance frameworks.

Written submissions on the Bill must be sent to the Procedural Officer, Ms Waseemah Achmat, by 16:00 on Friday 26 September 2025.
