  1. What is the reason for the repeated delays by the Department in disbursing funding to NGOs in the province and (b) what measures have he and his Department put in place to ensure that such delays do not compromise the essential services that these organisations provide to vulnerable communities?
Answer Body: 
  1. The Western Cape Department of Social Development is one of the few provincial departments of social development in the country that does not have any material delays in disbursing funds to NGOs. During April 2025 a total of 1045 of the 1057 NGOs were paid on time for the first quarter of 2025/2026, or 99,1%. The remaining 12 NGOs were not paid due to non-compliance in terms of registration status, and/or not submitting audited financial statements as per their contract agreements, and/or not signing their 25/26 contracts on time, or, in one case, errors in bank account details provided to the department. It should be noted that due to delays in the approval of the national budget, the amounts paid in the first quarter to NPOs in the Western Cape were the same as those in the previous financial year, since the PFMA requires all departments to continue operating within the previous year’s budget amounts until the new budget has been approved. With the approval of the National Budget the department will be able to pay the increased allocations to all NPOs during the second quarter, plus back pay for the first quarter.
  2. No measures are needed, since the department has a dedicated team and clear payment process in place ensuring payments to NGOs are made on time. To ensure further support to NGOs and in order not to compromise services, NGOs are paid every quarter three months in advance. E.g 2nd Quarter payments were released during July 2025 and these payments are for the months of July, August and September 2025.
