With reference to the reply to question 2 of 8 August 2024:
- Whether the Safety Plan has since been reviewed; if not, what stage in the review process is the Safety Plan currently in and (b) how much longer is the review process expected to take?
The Department of Police Oversight and Community Safety informed me that:
- The Western Cape Safety Plan is currently in review to ensure alignment with the objectives, outcomes and focus areas of the Provincial Strategic Plan 2025 - 2030. The revised Safety Plan makes a key distinction between violence reduction, which focuses on stabilising and responding to immediate crime and violence, and violence prevention, which aims at breaking cycles of violence through long-term interventions. Central to the Safety Plan is the use of data-driven decision-making and evidence-based practices to direct resources where they are most needed. It includes three key objectives which are underpinned by several outcomes that stem from focus groups held with residents of the Western Cape in the development of the Provincial Strategic Plan 2025 - 2030.
These objectives and outcomes are as follows:
- Objective 1: Integrated Violence Prevention;
- Objective 2: Safe and Secure Communities and Infrastructure;
- Objective 3: Effective and Responsive Law Enforcement.
- I am informed that, at present, the plan is on track to be presented to cabinet in September. I will endeavour to ensure that this House is kept informed of developments in this regard.
