With regard to the damage caused by a fire to the Railton Clinic, Swellendam:
- Whether a contractor has been appointed to repair the damage; if not, when will a contractor be appointed; if so, what are the relevant details;
- what are the reasons for the termination of the previous contractor’s contract?
- The Department is finalising the close-out of the terminated contract and scoping the remaining work. This is expected to be completed by the end of August 2025. Procurement of a new contractor will commence in September 2025, with the completion date to be confirmed upon appointment.
- The previous contractor, Makhare Construction, was issued multiple default notices in accordance with Clause 90.3 of the NEC contract. At termination, only 74.10% of the work had been completed despite 142% of the contract period having elapsed. The contractor incurred significant penalties and failed to address the notified defaults within the extended timeframes. Owing to continued poor performance and lack of meaningful progress, the Department terminated the contract to safeguard project delivery and prevent further delays.
