Following the 2023/24 local government audits, which revealed that 111 municipalities across South Africa tabled unfunded budgets:

Whether any of these municipalities were located in the province; if so, what are the relevant details?

Answer Body: 

Yes, there were municipalities located in the Province that had tabled unfunded budgets in the 2023/24 Financial Year (FY).

          The relevant details, as monitored with the provision of the requisite support by
          Provincial Treasury are as follows:

Five Western Cape Municipalities adopted unfunded budgets in 2023/24 FY, they were:

  • Cederberg;
  • Matzikama;
  • Laingsburg;
  • Beaufort West; and
  • Kannaland

Beaufort West municipality was already under an intervention in terms of S139(5) of the Constitution and had a Financial Recovery Plan in place. The other municipalities were assisted to prepare Budget Funding Plans, which, if fully implemented, would provide a credible path to achieving a funded budget.

To enhance support provided by Provincial Treasury, the Department of Local Government additionally provided the following focussed support to the enlisted municipalities as tabulated below:

Support and guidance provided to Cederberg municipality with the review and amendment of its System of Delegations: 13 & 14 July 2023.

Conducted a workshop at Cederberg Municipality on 11 August 2023: Draft Rules of Order By-law, Uniform Standing Procedures for Councillors, Roles and Responsibilities and the Code of Conduct for Councillors.

Kannaland

Support provided to Kannaland Municipality with the Review/Amendment of following By-laws: Water Services; Traffic Roads Regulations; Keeping and Controlling of Animals; Street Trading; Electricity Supply; Community Fire Safety

 

 

 

Matzikama

Support provided to Matzikama Municipality with a Review/Amendment of its Draft Water and Sanitation Policy

 

The Department of Local Government facilitated an Anti-Fraud and Anti-Corruption workshop was held in conjunction with COGTA / HAWKS / SIU and SALGA, for all municipalities of the West Coast District between 14 – 15 November 2023. In this respect, attendees included official(s) and Councillor(s) from Matzikama Municipality.

Beaufort West

In order to capacitate the members of MPAC at Beaufort West Municipality a workshop was conducted with Committee members on 4 March 2024

 

All the municipalities, with the exception of Cederberg had support plans in place in the 2023/24 FY.
