- What steps is his Department taking to improve access to recycling infrastructure and services across the province, particularly in underserved communities, and (b) how is his Department working with municipalities to strengthen participation in waste separation and recycling programmes?
Answer Body:
- The rendering of recycling infrastructure and services are predominantly a municipal responsibility. The Department supports municipalities with their applications for MIG or UIDG funding to national government and are currently in the process of supporting Drakenstein Municipality for the application of two caged trucks for the collection of recyclables which they hope to roll out in the underserviced communities. The Department also received a request from Matzikama Municipality to support the Drop-off/Material Recovery Facility and Composting facility for endorsement which they wish to construct to recover and recycle as much of the waste stream.
- The Department provides municipal support to facilitate waste diversion in the province by conducting waste minimisation and co-design workshops with the underserviced communities. The department continually provides support to municipalities through awareness and capacity building workshops. This includes training of municipal staff who are responsible for waste handling. The department is also in support of waste picker integration into the municipal waste management system as they play a vital role in recovering recyclable material from the waste stream that would otherwise have ended up being disposed at landfill.
