- Targeting the highest incidence of NEETs—young people not in employment, education, or training—are the areas where the program will be delivered. To maximize interventions to areas of greatest need and where support will be most effective, those areas with high NEET levels are given priority.
In addition to this research-proven approach, most municipalities formally request Youth Development services through collaborative planning efforts with the Department of Social Development. These requests are made when municipalities draw attention to certain youth-related issues and needs within their jurisdictions during integrated development planning (IDP) and intergovernmental consultation forum discussions. By ensuring that program delivery is in line with both provincial development needs and national and provincial priorities, this cooperative approach strengthens co-ownership and the sustainability of youth interventions.
