With reference to the recent launch of the Cape Care Fund, which aims to strengthen the work of civil society organisations by providing essential social services in the province:

  1. How will his Department ensure fair and equitable access to the fund, particularly for smaller community-based organisations operating in rural or historically underfunded areas, (b) what mechanisms are in place to ensure transparency in the allocation and disbursements of funds, (c) how many service providers have received support through the fund, (d) what criteria were used to assess eligibility and (e) what progress has been made in the allocation and disbursement of the fund since its inception?
Answer Body: 
  1. The Cape Care Fund is administered by an independent Non-Profit Organisation called The Health Foundation. The Foundation has existing, established procedures for collecting, distributing and accounting for donor funding. An open call for proposals will be made by the Foundation once it has collected sufficient funds for this purpose. The call will be advertised on the Cape Care Fund website and on social media and will be open to all organisations, including smaller organisations in rural and under-funded areas.
  2. The Health Foundation discloses all donations and disbursements in its audited financial statements as required in the NPO Act.
  3. The Fund was launched one month ago on 6 June 2025. No service providers have been funded yet since the fund is still in the process of gathering donations towards its first call for proposals.

(d) Criteria for eligibility for funding will be set out at the discretion of the Health Foundation in consultation with the Department of Social Development. Minimum requirements will include the following: applicant organisations are registered NPOs, have sound financial systems in place, have a proven track record of service delivery and work in the social development sector.
