With regard to the construction project at the Panorama School in Vredenburg:
(a) When did the construction of the project start, (b)(i) how many contractors have been appointed or changed since the project started and (ii) why, (c) when is the project scheduled for completion and (d) what is the current update on the project?
My department has informed me of the following:
(a) Site handover for the original construction contract was on 3 April 2019.
(b) (i) Two
(ii) The contracts were terminated due to underperformance by each contractor, including failure to pay their appointed subcontractors.
(c) At present, a renewed procurement process to secure a second Completion Contract is ongoing and once awarded an accurate milestone date for completion will be determined. Based on the last planning update in December 2024, the revised completion date was estimated as May 2027, but this could be adjusted.
(d) The Limited Bid process is due to close by July 2025.
The award of the second Completion Contract is planned for October 2025.
The completion of Phase 1 (construction of new school buildings) is planned by December 2026.
The completion of phase 2 (demolition of existing school buildings and construction of new sports field) is planned for May 2027.
This is all subject to the completion of the procurement and award process of the second completion contract.
