With reference to his reply to question 2 (subsection 2) of 17 April 2025:

  1. (a) What office accommodation was proposed, (b) what was the proposed development cost, and (c) what amount was the spent on the Dorp Street Office Development proposal from 2010 to date including (i) consulting fees, (ii) development planning fees, (iii) cancelled contract settlements and (iv) litigation;
  2. with regard to the 353-on-Main (Tafelberg) site, how much has been spent on the site in the last 10 years including (a) consulting fees, (b) cancelled contract settlements and (c) litigation?
Answer Body: 

 

  1. (a)  The office accommodation proposed was for the relocation of the

WCED from leased accommodation to owned accommodation and was to be delivered by means of a Public Private Partnership (PPP). The PPP did not achieve affordability as part of the Value for Money criteria to be met and was subsequently cancelled.

  1. The proposed development cost for the 13 Dorp Street PPP for the WCED head office accommodation, was premised on a design and build phase of 3 years and an operation phase of 20 years. The value development cost at that stage for the PPP was approximately R1.1billion.
  2. The amount spent on the Dorp Street Office Development proposal from 2010 to date is as follows

 

  1. Consulting fees were incurred for the Transaction Advisors that were appointed as part of the PPP requirement. The costs incurred until the cancellation of the PPP amounted to R11 797 132.00 in total.
  2. Development planning fees incurred were for the specialist studies (town planning, architectural, heritage, urban design and traffic) and amounted to R1 222 834.00 in total.
  3. No cancelled contract settlements were incurred on this project.
  4. No litigation costs were incurred on this project.

 

  1. Amount spent on 353-on-Main

 

  1. Consulting fees incurred amounted to R1 600 000.00.
  2. There were no cancellation costs, merely the refunding of the deposit.
  3. Litigation costs incurred to date are R7 518 769.62 in total.
