With regard to older persons in residential facilities:

Whether all registered old-age homes in the province have fully functional boards in place; if not, why not; if so, (a) what measures are taken to ensure that they are fulfilling their oversight responsibilities and (b) how does his Department (i) assess the performance of these boards and (ii) intervene where dysfunction is identified?

Answer Body: 

The Department of Social Development subsidizes 113 residential care facilities, only five of which are devoid of a functional board due to inadequate governance and financial management.

  1. The Department of Social Development conducts performance monitoring, rapid response monitoring, and line monitoring visits to supervise organizational performance. On the first day of monitoring, the monitoring team does have a session with the governing board of the organisation addressing governance issues. On the final day of monitoring, it must provide an outcome of the Monitoring process, its findings, and recommendations.

b)(i) Depending on the findings of the monitoring process and recommendations, a service delivery improvement plan is compiled and to be signed by the chairperson of the board.

ii) Any dysfunctional board complaint received is addressed through rapid response monitoring and a referral to the Department's Institutional Capacity Building Unit for corrective action.
