In the light of his Department’s request for financial investigations into the roads units of both the Garden Route and Cape Winelands district municipalities:
How is his Department supporting these municipalities to strengthen accountability and to align them with the new roads delivery model?
Although the Department of Infrastructure has informed three District Municipalities of its intention to terminate the Roads Agency Function Agreement with them, a financial inspection has been done in only one instance – the Garden Route District Municipality - although the Cape Winelands District Municipality has requested that such an inspection also be done for them.
As the termination of the Roads Agency Function Agreement will remove from the three District Municipalities involved any future roadwork previously done by them on behalf of the Province, there is no need for my Department to align the new delivery model with the financial accountability of these District Municipalities. These District Municipalities lose this function.
