Whether his Department has any plans in place to upgrade or repair the sporting facilities at Eikendal in Kraaifontein, better known as Hands and Hearts, ahead of their 100-year anniversary in 2026; if not, why not; if so, what are the relevant details?

Answer Body: 

No, the Department has no plans to upgrade or repair the sporting facilities at Eikendal in Kraaifontein . The responsibility for maintaining and restoring local sport facilities resides with municipalities, as outlined in Schedule 5B of the Constitution, 1996. Accordingly, the City of Cape Town (CoCT) bear the primary obligation for the upkeep and upgrades of their respective sport facilities.

The Department of Cultural Affairs and Sport maintains an Implementation Protocol Agreement with the CoCT to address matters of mutual interest, including sporting infrastructure in which matters as this are discussed. This matter will be raised with the CoCT at the next meeting.

The CoCT has however confirmed that Eikendal Sporting Facility is being used by various clubs including Hands and Heart Rugby Club, who also have a lease agreement in place for the facility since 2024.

The CoCT are currently planning the following repairs and maintenance projects for the facility:

  • The resurfacing of the netball courts
  • Refurbishment of a building that was vandalised
  • There is also ongoing horticultural maintenance including mowing and tree trimming
  • Other ad hoc maintenance around the facility

In conclusion the Department as a stakeholder in ensuring sport as a whole is promoted in the province will continue to engage municipalities to support their efforts in this regard.
