  1. What are some of the important tasks that are dealt with at the meetings between him and the senior to top management team and (b) when did he last hold such meetings in the Department?
Answer Body: 

DEADP:

I usually meet with the Head of Department of Local Government and the Head of Department of Environmental Affairs and Development Planning in “One-on-One Meetings” every two weeks.

Some of the matters addressed at the meetings held during the last while with the DEA&DP include:

  • Discussion on progress in terms of my Ministerial priority of Future-Proofing the Western Cape Province in terms of Disaster Management and Climate Change Resilience as well as Growing our economy through Spatial Transformation and Development Facilitation, including:
    • Five-Year Strategic Plan and Annual Performance Plan and Budget Session with Standing Committee and Head of Department Performance Agreement
    • Winter-Readiness Plan in terms of Disaster Management and work underway in terms of areas at risk (e.g. hotspot areas in terms of flooding)
    • progress in terms of the 15-Year Western Cape Water Resilience Plan
    • progress in terms of the Western Cape Climate Change Response Strategy and the Climate Change Act
    • progress in terms of the Growth for Jobs Strategy including the work on the new Western Cape Spatial Development Framework
    • agenda of the Integrated Energy and Water Council
    • agenda of the Inter-Ministerial Committee on Climate Change
    • agenda of the Growth for Jobs Cabinet Committee
    • Land Use Planning Act Amendment Bill submission to Cabinet
  • Discussion on progress in terms of my Ministerial priority of Accountable Local Government delivering services that the residents of the Western Cape deserve, including:
    • Outcome of the Technical Integrated Municipal Engagements (TIME) and assessments
    • Issues of concern in Municipalities
    • agenda of MinMay Tech and MinMay meeting
    • agenda of the Local Government MinMEC meeting
    • agenda of Premier’s Coordinating Forum (PCF)

DLG:

  1. In terms of the DLG, these meetings focus on a range of important departmental matters, including progress on quarterly performance reports, the status of the departmental budget, updates on the Municipal Infrastructure Grant (MIG) and feedback from engagements with the National Department of Cooperative Governance (COGTA), disaster related issues, including reports on disaster incidents in the province and other Intergovernmental Relations matters. We also review municipal matters such as the overall status of municipalities. These meetings often include follow-up discussions from previous engagements. Where necessary, the Chief Directors and/or Directors attend to provide detailed presentations and input on matters within their areas of responsibility.
