What kind of support does his Department provide to hung councils across the Western Cape?

Answer Body: 

 

            In line with Section 154(1), which provides that the national and provincial governments, by legislative and other measures, must support and strengthen the capacity of municipalities to manage their own affairs in order to exercise their powers and to perform their functions, read with section 105(1)(c) of the Municipal Systems Act, 32 of 2000 (“the Municipal Systems Act”), the Department of Local Government (DLG) has over the period of 2024/2025, facilitated and conducted support in the form of extensive training workshops with Councillors and/or officials.

       These initiatives include the following:

In availing the necessary expertise and support to Municipalities and as part of the section 154 support plan of Knysna Municipality, the Department of Local Government during November 2024 concluded a secondment agreement with Knysna Municipality, whereby its Production Engineering Technician: Municipal Infrastructure Planning and Support was seconded to the post of Senior Superintendent: Water & Waste Water Reticulation Networks at the Municipality.

In further facilitating its support, commencing in the week of 21 April 2025, the Department of Local Government deployed an official from its Municipal Governance Directorate to the Theewaterskloof Municipality to support the Office of the Acting Municipal Manager based on a request by the Executive Mayor to the MEC for Local Government. Such deployment will be until 27 June 2025 and will focus on supporting the Office of the Acting Municipal Manager with guidance and advice on applicable legislative prescripts and governance related matters.
