With regard to reports indicating, among others, corruption and undue influences in the Theewaterskloof, Swellendam and Matzikama municipalities:
Whether he and his Department have intervened; if so, (a) when and (b) what are the interventions?
Depending on the nature of the allegations, these are either dealt with by myself, my Department of Local Government, the Municipality or are referred to other investigation bodies e.g. (Directorate of Priority Crime Investigation (DPCI), Special Investigation Unit (SIU) or Public Protector) to investigate.
I can confirm that officials from my Department, upon my instructions, have engaged with the SIU for them to investigate certain allegations at Theewaterskloof Municipality and Swellendam Municipality.
I have furthermore issued a number of investigation reports in terms of section 106 of the Municipal Systems Act to the Matzikama Municipality.
The investigations relate, amongst others, to:
- maladministration and/or serious malpractice relating to the theft of municipal funds;
- irregular appointments;
- the irregular payment made to a former ward councillor and subsequent appointment at the Municipality.
