- What measures are in place to assist municipalities that do not have licensed waste facilities, (b) what is the time frame for these measures and (c) what is the (i) interim solution to assist municipalities and (ii) available budget?
(a)The waste licensing project of 2010 and 2014 identified all waste facilities to be licenced within the Western Cape. DEA&DP have proactively reminded the various municipalities of the validity and commencement dates of the applicable authorizations but not all of the municipalities have responded timeously to renew or vary their authorizations which would have extended the validity and subsequently this has led to the lapsing of the authorizations. The owners of the facilities who are no longer licence holders need to re-apply for new authorizations.
(b)This will depend on the municipalities doing the applications where the NEMA, EIA time frames will be applicable.
(c)(i) DEA&DP have been reminding the municipalities of the expired status of their waste facilities at various platforms including the Waste Management Officers Forum, SALGA engagements and in writing, as they are aware of the current status of their authorizations, many of these waste facilities are the smaller facilities coming to the end of the lifespan and require closure. DEADP will remind municipalities of their facility status and their responsibilities to stay compliant.
(ii)No budget available, DEA&DP only has operational budget for its function.
