(a) How many projects have been allocated to Communicare for social housing and (b) (i) how many of these are still being finalised and (ii) why these projects are not finalised? 

Answer Body: 
  1. Communicare currently has one project allocated for social housing -   the Salt River Market Social Housing Project, comprising the development of 300 social rental units. The City of Cape Town (CoCT) awarded the site to Communicare through the conclusion of a land sale agreement in September 2022.  Subsequently, the Department of Infrastructure endorsed the project, during  the 2023/2024 financial year, for processing through the further Social Housing Regulatory Authority (SHRA) assessment phases.
  2. (i) The Salt River Market Social Housing Project is still in the last phases of the planning and packaging stage. Grant funding approval for the implementation of the project is still to be provided by the SHRA.

(ii) Communicare submitted the grant funding application, for the Salt River Market Social Housing project, to the SHRA during the 2024/2025 financial year. Following the initial screening process, the SHRA requested additional information, to which Communicare has responded. The project is now undergoing further assessment by the SHRA.  The project is part of the social housing pipeline that is awaiting funding allocation by the SHRA. Furthermore, the CoCT is responsible for relocating all existing illegal occupants that are currently residing on the site, to ensure vacant occupation, before the land transfer takes place. The CoCT is currently undertaking this relocation process.
