On Tuesday 8 April 2025, the Minister announced the Leeuloop Precinct for a mixed-use and affordable housing development. In 2010, the Cape Town Central City Centre Regeneration Programme was launched, earmarking several precincts for development:

  1. Whether the Leeuloop Precinct is the same erven that made up the Provincial Office Precinct in the Cape Town Central City Centre Regeneration Programme of 2010; if not, (a) which erf or erven make up the Leeuloop Precinct and (b) what are the plans for the remaining erven; if so, why was it re-released under a new name;
  2. (a) what are the details of the previous development planning for the erven that make up the Provincial Office Precinct and (b) how much has the provincial government spent on (i) acquiring these erven and (ii) the various development studies or planning for the site or sites;
  3. (a) why have none of the sites included in the Cape Town Central City Centre Regeneration Programme of 2010 been developed as published in February 2011, (b) what are the current development plans for the remaining seven precincts highlighted in the Cape Town Central City Centre Regeneration Programme of 2010, (c) when will these sites be released for development, if applicable, and (d) if these sites are not being released, why not;
  4. whether he has plans to announce mixed-use and affordable housing projects on any inner-city sites that are not in the Cape Town Central City Centre Regeneration Programme of 2010; if so, what are the relevant details?
Answer Body: 

(1)    (a) The Leeuloop precinct which forms part of the Provincial Office Precinct in the Cape Town City Centre Regeneration Programme of 2010, comprises several erven which were consolidated in 2012 into erf 172814 Cape Town.

(b) The remaining erven in the Provincial Office Precinct accommodate various government offices and services.

The development objective for the Leeuloop precinct is mixed use, mixed income housing and mixed tenure options. Accordingly, the name of the development was changed to distinguish this from provincial office accommodation.

(2)    (a) Office accommodation

(b)(i) The provincial government spent R81 720 429,36 acquiring the erven.

(b)(ii) R4,748,561.08 between 2020/21 and 2024/25 financial years.

(3)    (a) Helen Bowden Nurses Home is unlawfully occupied and cannot be developed even though the development rights were acquired in 2019. The redevelopment of the Somerset Hospital site is contingent on the relocation of the National Health Laboratory Service which occupies a centrally located portion of the site. Currently this compromises the financial viability of the development. The Government Garage has an on-going government service, part of which has been relocated. The Prestwich precinct has ongoing government mandated services (primary school, SAPS head office, Health medical depot). The Soil Lab relocation is, however, in process.

(b) Six precincts made up the Cape Town Central City Centre Regeneration Programme of 2010. Current development plans are for mixed use, mixed income housing and mixed tenure options.

(c) Of the six precincts, one will be released once it is no longer unlawfully occupied; two will be released during 2025; and three will be released once they have received land use management approval from the City of Cape Town’s Municipal Planning Tribunal and packaged for development, which is anticipated during the current 2025/26 financial year.

(4)    Yes. 353 on Main [Tafelberg site in Sea point], as was announced on 30 January 2025, and Mandarin Court.
