Whether his Department has plans to repair the sports fields in Beaufort West and Scottsdene; if not, why not; if so, what are the relevant details?

Answer Body: 

The responsibility for maintaining and restoring local sport facilities resides with municipalities, as outlined in Schedule 5B of the Constitution. Accordingly, the City of Cape Town (CoCT) and Beaufort West Municipality bear the primary obligation for the upkeep and upgrades of their respective sport facilities.

The Department of Cultural Affairs and Sport ( the Department) maintains an Implementation Protocol Agreement with the CoCT to address matters of mutual interest, including sporting infrastructure in which matters as this are discussed. This matter will be raised with the CoCT at the next meeting.

No dedicated funds were appropriated for the maintenance of sport fields   in Beaufort West or Scottsdene. However, the Department transferred R1.1 million for sport infrastructure development in the town of Murraysburg, which falls under the jurisdiction of the Beaufort West Municipality in March 2025.

While the DCAS is not mandated for the direct maintenance of sport facilities, the Department remains committed to collaborating with municipalities to ensure these facilities contribute effectively to ensure community development, social cohesion, and crime prevention initiatives.

In conclusion the Department as a stakeholder in ensuring sport as a whole is promoted in the province will continue to engage municipalities to support their efforts in this regard.
